During the Aug. 27 public hearing, the commissioners approved Todd Hollenbeck’s employment contract as Mesa County Administrator — Hollenbeck will take the helm on Jan. 4, 2025.

“Todd has a diverse set of experiences that make him tailor-made for this position,” said Commissioner Cody Davis. “He served Mesa County in criminal justice, public works, regional transportation, public health as the interim health director, and administration in his current role as Deputy County Administrator — it would be hard to find someone with a more diverse portfolio of experiences, coupled with his deep institutional knowledge and strong working relationships within our community.”

During Hollenbeck’s last four years as the Deputy County Administrator, he's led the county in many areas, including but not limited to our energy efficiency project, the implementation of Starlink on community development vehicles to allow inspections in areas lacking WIFI, the building process of two community centers at the same time in Clifton and De Beque, oversight of the new behavioral health building remodels, and overseeing the development of our facility master plan.

“Todd doesn't get his feathers ruffled — he is calm and steady. Instead of focusing on any chaos around him, he solves the problem at hand. He doesn't look at finding faults. He simply solves the problem,” said Commissioner Janet Rowland. “I will say he's a great team builder. He hires excellently qualified staff and then lets them do their job. He doesn't micromanage them but is always available to problem-solve with them.”

Hollenbeck’s promotion comes after a 24-year career with Mesa County. As Deputy County Administrator, he oversaw over 200 employees and managed a $45 million annual budget across five county departments.

“In my time here, Todd has been such an innovator, and he's done it with class. He's intelligent. He brings people together in ways you don't often see, adding a lot of value to the county,”  said Chair to the Board of Commissioners Bobbie Daniel. “He's so relational. Even when he's giving criticism or suggesting new ways to do things, people can see the vision that he's presenting.”

Todd Hollenbeck’s promotion to County Administrator will follow Pete Baier's upcoming retirement. Baier has dedicated 28 years of service to the county.

“I've known Todd for 24 years. He has an amazing ability to work through hurdles and collaborate with elected officials,” said Mesa County Administrator Pete Baier. “Todd has been an integral part of Mesa County, and I am very happy, as I come out of this role, to know the person who will carry forward will continue to push the legacy.”
